  7.     Ugandan President Yoweri Museveni, one of black Africa's
  8. most promising young leaders, was interviewed in Entebbe by
  9. Nairobi bureau chief Marguerite Michaels. Excerpts:

  11.     Q. How do you define your job?
  12.  
  13.     A. I've got a mission -- to transform Uganda from a
  14. backward country to an advanced country. The economy is the base
  15. of stability. It affects your social programs, your political
  16. stability, everything.

  18.     Q. What is holding you back?
  19.  
  20.     A. The biggest problem is the vicious circle. We have a
  21. population without skills. While we retrain, we must import
  22. skills from the advanced countries. For that you need dollars.
  23. But to have dollars you have to produce exports. To produce
  24. exports you need people with skills.

  26.     Q. Businessmen call you too strict.
  27.  
  28.     A. Their interests are linked to the export of wealth. They
  29. import perfumes or nail polish and want us to use our
  30. hard-earned dollars from coffee (exports) on these frivolities.
  31. We say no; our dollars will go for machines.

  33.     Q. Will you return to civilian rule in 1990 as you promised?
  34.  
  35.     A. We said democracy. We didn't say civilian rule. We do
  36. not dichotomize this business of civilian and military. You will
  37. find soldiers who are members of parliament.

  39.     Q. Is there any other country's system you admire?
  40.  
  41.     A. There are no models we are working toward. This struggle
  42. between Communism and capitalism has been perverting people's
  43. analysis of social issues. The ideologues of these systems
  44. behave as if all everybody else has to do is just copy. (Our
  45. goal is) a better life. Development. Democracy -- not exactly
  46. on the Western models. Each country should be allowed to find
  47. its own way.

  49.     Q. You're a President dressed in fatigues. Are you a
  50. soldier or a politician?
  51.  
  52.     A. I'm a freedom fighter. I would feel insulted if you
  53. called me a politician. Politicians here in Africa do not have
  54. a good reputation. Really, I'm not enjoying being President. I
  55. want to finish rebuilding the army, the police and the
  56. judiciary, and leave the country with a new constitution. And
  57. then I want to leave office.
